Paypal incurred a cash advance fee to me...

I used Paypal 3x to pay a contractor for work. The 4th time, Paypal put the charge thru to Visa Direct instead of my normal Visa. So - I got to pay Paypal a fee for the payment, and I incurred a $30 cash advance charge from Visa. Visa insists the problem was with the way Paypal placed the charge and that they can do nothing about it. Paypal says they placed the charge with Visa as usual. But it was obviously different from the first 3 times, so I'm inclined to believe Visa here.
Paypal makes it nearly impossible to reach a live person, but I finally did last week. After running thru his usual script with me, denying any responsibility, the CSR said he'd put me thru to the Disputes dept. He said he had a person on the line and was transferring me now. I thanked him. Then I got a recording saying no one was available to take my call. Then the call was cut off.
We still have hopes for a real Customer Service response here...
