Paypal has improperly blocked my account

They blocked my account saying that I am not 18 years old when I sent them a copy of my driving license where I can clearly see my date of birth and that I have a category B driving license that you must be 18 in my country (Czech Republic).
But Paypal probably does not know that in the Czech Republic, a person from 18 years is taken as an adult.

I don't know how to contact them, I wrote them in support but there is a limited number of letters. Processing time is up to 90 days.
So I can't contact them.

have you considered contacting Customer Service via Facebook or Twitter?

So I contacted them and got to where I tried.
