Paypal enables fraud

The seller shipped only three items out of six total, for which I lodged a Paypal dispute.
Paypal sided with the fraudulent seller. The rationale being that the seller provided a tracking number.
I am wondering if this is Paypal's routine way of adjudicating the dispute.

In the event of an item not received dispute the onus is on the seller to provide trackable proof of delivery of the item to the buyer................they did.
What you SHOULD have done is file for 'item received but not as described' as the seller sent 3 and not 6 of the amount. If you had done so then Paypal would have told you to send the 3 items back trackable to prove delivery before you got a FULL refund.
Paypal don't deal in 'part refunds' so if you could not come to an agreement with the seller then you all Paypal offers you is return EVERYTHING you received back again for a full refund.
