Paypal asks me "How I sold that item" to lift restriction, but I am an eBay buyer. Why?

Experience using Paypal is becoming very frustrating due to the lack of support or no customer care at all. I purchased an item from eBay, which is an equally frustrating platform, suddenly there were double charges on that item, which eBay confirmed as a "hiccup" in their system. They refunded the duplicate charge. Due to these activities, Paypal put my account on restriction, and in order to resolve this, they're asking some questions that are not relevant to me. Their platform things I am a seller. When I said this in "Resolve" Paypal says, that is not the answer they expect - funny. How to resolve this?
