Ok, so I tried to contact paypal via email couple times - no answer. So I am trying my luck here.
So couple weeks ago, paypal asked to provide additional information about me and to confirm card (which is already confirmed). So I uploaded all information. All ticks on upload topics are now green, the only one left is for card (which, again, is already added and confirmed). Yet I believe, paypal won't review other information to lift limits on my account until I "confirm card" which can't be done because I already did it...
What could I do? Is there some official paypal support in this place who could take a look into my account and see whats exactly bugged with it?
