Paypal account won't let me claim my money

I have been using paypal sporadically for a couple years and I have $142 in there now from money my mom and friends have sent me. I just went to pay for something for the first time several months and now Paypal is asking me to "claim" my $142 and when I try to do that, it asks for SS# and DOB, then it won't let me complete because I"m not 18. I had no idea you had to be 18. If so, why did they let me have this account for the past 2 years and accept money into it? How do I get my money back from Paypal?

@kim7finn  Im having the same problem right now.. i even called paypal.. the only thing we can do is wait till were 18 to access our funds
