Hello, I received an email that my Paypal account has been limited for 180 days. Kindly help me to resolve the issue

Sorry but if its a 180 day limitation then it sounds as if its permanent and nothing you can do about it.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
