Hi, How can I open second dispute with 1 transaction!? Paypal doesnt help me with that!!

The buyer protection is absolutely useless. Sent all evidence and PayPal still refused saying I had sent no evidence.

Sadly its 1 dispute per transaction, however if you have info not available at the time paypal made their decision AND its within 10 days of the dispute being closed then contact customer services and they may re-open one for you.
