Paypal Did Chargeback on Post Office Claim before settled?

I'm wondering if anyone else has experienced this. Just had my first chargeback in over 20 years where a customer received the item damaged by the post office handling and put in a claim with Paypal. I did the Post Office claim and they wanted to see the item but the customer was uncooperative and would not bring it to the post office or answer any of my emails. I couldn't believe Paypal went ahead and paid her the money and now she has the item a total refund of my money of course and I have nothing. Has this happened to anyone else and is there anything else I could have done differently?
