Paypal Dazed and confused over a claim.

I opened a claim and filed that i did not receive my item / and it said it said it would require an adult signature at the door and i told them i did not sign for the package.

 

After waiting 2 weeks and i sent them a picture of the website saying it would require a signature,

 

 

Its now been a month since the claim and was opened and i receive an email. 

 

"Thanks for contacting us about your case. Based on the information we received we are changing the reason for filing this case. You submitted your claim because your item or service was significantly different than originally described."

 

How does i did not receive / I did not sign for the package/items    = significantly diffrent then originally described?

 

Why did it take a month to respond?
