Paypal Closing a Dispute while an item i paid for hasn't been sent

I ordered computer components on a website, and the most expensive item wasn't send by the seller (426.90€ in a 1700+€ order).
I contacted the seller, then after 3 days without any answer i went to Paypal's Resolution Center. After another 2 days without any news i opened a claim. The day after i finally got a response from my seller saying they had found the issue and were going to either sent the missing product or give me a refound.
None of those have happened yet and still Paypal is closing the Claim.
This is a lot of money i can't afford to lose and i'd like to know what kind of actions i can take to get it back, since i even got a writen proof that the seller acknowledged his mistake.
Should i sue Paypal with my seller? Is there a chance Paypal will reopen the claim?
