Paypal Account Limitation

My Paypal account is permanently limited. And I haven't even received an e-mail about this. I have made a transaction on my paypal account once and I don't think there was any transaction that would put my account at risk. Why could it be like this?

Paypal don't give reasons but you must have broken their user agreement or acceptable use policy in some way.

They don't ban for no reason, what would be the point when they are encouraging folks to open paypal accounts as that is how they make their money.
