I w as not to purchase a kitten located in Texas...I live at Jacksonville, NC.  I must send payment prior to shipping.  Will PayPal protect my payment and vcd release the ffg under ssd's once the kitten arrives?  Is this type poo e purchase eligible for fraud dispute?
