I needed to make a partial payment to a buyer and had to go through Paypal to do it. Of course there was no way other than send money to friends and family as my account was blocked from doing a refund. I first used his phone number but got a message that he had to have a Paypal account. So, I sent it by email name. Now I have two payments on my Paypal account. And of course you can't get a rep on the phone now. Is there a way to cancel one of the payments?
