PayPal wont let me change the case for unreceived item case to not as description item case

Dear all,

I bought Galaxy s20 ultra from Ebay and the seller took days till he shipped the items 

I opened unreceived item case in PayPal but the seller already delivered the item but he sent me Galaxy A20 not S20 ultra

I tried many time to change the case reason but PayPal always give me an error

Today PayPal ended the case for the seller side and i can no longer open a new case

What i have to do please!

Please help me
