A couple of months ago, I had a non-buyer say he bought my trailer on ebay. He didn't. I told ebay and they proceeded to take $192.00 out of my credit card anyway. I can now, not get the remaining $109.15 out of PayPal. When I buy things they still take the money from my credit card. I want my money back, PLEASE

If you are unable to use a balance and your card is being charged, please make sure the payments you are attempting are in the same currency as the balance you hold.
