I've tried to get a refund. PayPal refuses. Merchant purposefully shipped wrong item. Return costs greater than refund value. Unable to get refund without paying more than the value of the refund. Merchant does this to every customer. Fraud fraud. I've reported the website, there chineese merchant and the practices of PayPal to the FTC, and my former agency. We'll see what happens.
I had the same issue. Seller wont answer emails but replied to Paypal with a tracking number confirming deliver. That's all paypal needs to side with them and denied my request. I am also talking to a few law firms regarding class action. There has to be SOME protection for consumers and its ridiculous that paypal stonewalls like they do. It's unfortunate there is no protection or help for victims of this very popular scam that is clearly fraud.
