PayPal will not let me link my debit card or bank accounts OR send money

My boyfriend says that even though I've gone into each old PayPal account and removed the old debit cards it's still remembers that it was once linked and so it will not allow me to link it at all. Not even the bank account will link. I've tried changing it from a personal account to a business account and that didn't work. And I can't get through to a person at PayPal and I have money in there I need. Can someone please help me?

Why do you need to keep opening paypal accounts?

You are only allowed a maximum of 2 and only then if 1 is personal and the other is business.

If you have more than 1 if the same type you risk being permanently banned / limited so I would close any surplus ones.

As for your bank account you can only link it 3 times to any paypal account in that accounts lifetime after that you can't add it anymore.
