PayPal will do nothing to fix a fradulent transaction

The title says it all, but I'll go into detail. I logged into my account and noticed that on March 24th $1,000 had been transferred to someone who I do not know. I filed a claim thinking Paypal would right the wrong being that they were the ones that notified me of suspicious activity on my account via email. Instead once I filed my claim as PAYPAL HAD RECOMMEND it was denied. I appealed the denial and the appeal was also denied.
I'm unable to contact PayPal via phone because the centers are apparently closed for COVID-19, and when I send the support staff messages they send back the same message over and over telling me they can't do anything to help me. It's sickening, and I don't know what to do.
Any Advice?
