Anybody else have PayPal pull money from their acct and then basically tell you "too bad" when you want it back. Not for surgery merchant mind you. Just to PayPal's pocket. I am supposed to be able to appeal their decision for 10 days. But cannot locate the "appeal" button/tab to do so.
