PayPal sent wrong information and now no one replies to my emails

Very disappointed to say that communication with Paypal is horrible. After i submitted a claim for refund due to merchandise not matching the description it was decided that i will be able to get my refund if i return the merchandise to the seller. Paypal provided an address (which was followed and written to the last comma and dot) however such address does not exist and the items were returned to me. For the past 2 weeks i am trying to contact in anyway someone at Paypal to ask them to contact the seller again and ask for the correct address or to give me some kind of instructions what to do next in order to get my refund and my emails are being ignored and not answered. What can i do to get my case looked into and get my refund since the case was already decided in my favor.
