PayPal rules regarding customs payment refusals and refunds

I have had an uptick in people not wanting to pay customs. They then file a dispute and are being refunded. I am fine with giving a refund 1) so long as I have the item back unharmed and 2) refund is less the original shipping. PayPal seems to be giving immediate full refunds to what amounts to fraudulent buyers. Are we as sellers not protected against this abuse? I had one person use it as a form of blackmail. This is becoming more and more common. Regards Eli9
