PayPal requesitng information I cannot possibly have access to

Account limitation has been imposed based on a pending transaction.
The transaction is one that has been made several times before with the same style of memo note attached to the recipient.
In this case: names and dates for customers that purchased items via an affiliate link. The transaction is simply paying out to the affiliate the sum of those totals.
PayPal has picked a random name of one of the customers listed in the memo note and is requesting their date of birth.
Clearly I do not have this information nor is it relevant to any security.
I have already attached a letter to this effect via the resolution centre and it was rejected on review and again, the D.O.B for a random customer was requested.
This is nonsensical and frustrating.
How can this be resolved?
