PayPal not processing case for refund

PayPal have closed my several cases seeking refunds due to unauthorized access of my accounts. The receivers of the funds say that they cannot refund me as PayPal have restricted the amounts. PayPal say a refund is not possible as the access was not unauthorized. I am disputing this and PayPal will no longer review my case. Any advice of what to do? I need the refunds asap.

Thank you for reporting this case. After reviewing your case, we found that the reported transactions were not unauthorized and hence couldn't be covered under PayPal Purchase Protection.
