PayPal not honoring Dispute/Claim policy

Ordered item in November. Company claimed 7-10 business day delivery. Hadn’t received as of 12/18. Opened dispute. Company said problem with customs and now 30 day delivery. Escalated to claim. Tracking number bogus. PayPal says company is still within their time frame and will not issue refund, even tho I have screen shots that say PayPal will respond within three days, then five, then seven (all with no response). I have called, emailed,... I’ve never had an issue with PayPal before!!! Help!! This is approximately at $25 transaction
