PayPal limiting my account for no apparent reason

Paypal has limited my account every two transactions for the last six transactions, Does anyone have any idea 

why this is? every time they do it they ask for my business info and a photo of my id again and say that the noticed a change in 

the pattern of use or some crap, this is the last time i can deal with this. I am a legitimate business with a brick and mortar location

and i don't even think they have looked at my website or even googled to see who we are.
