PayPal limited my account permanently

Hello can you please help me with this limitation? I provided all documents buy PayPal decided to close account without any reason. I was just selling some items on eBay.

I forgot to put PayPal case number: PP-L-218836957655

On email i received an email from wecare @ paypal.com with this case number PP-L-218692879254 and on my PayPal account is shown this case number: PP-L-218836957655

You need to contact customer services to resolve any limitation OR account specific issues.

Hello, the 180 days money hold had passed but i have still not received the email from Paypal to withdraw my money. When i will receive it?
