PayPal limited my account and now I cannot contact them

Hi All,
PayPal has limited my account based on some cases (two!) that I had opened for item not as described. I raised a formal complaint about the limitation but have not heard anything back from PayPal at all.
I was only exercising my rights under buyer protection and PayPal have now decided that I'm an untoward individual and "no longer want to do business with me". I'm appalled at this decision and was using PayPal for 20-30 transactions a month without any issue. I complain about an extremely small percentage of the transactions and they shut down my account.
Can someone from PayPal please respond and let me know what the next steps are to get my account back? I'm not sure if I can involve the ombudsman as they are holding over £200 of my money from eBay sales....
