PayPal keeps letting some random person rob me and won't help!!!

I've been dealing with this for an entire week!!!

They let some random person steal 180.72$ from me, they determined that it was indeed a fraudulent transaction but refused to refund or provide a provisionary credit (they claimed they did, but they didn't) and now they won't let me message support.

To make matters worse, today the same person hacked my account again somehow and MADE ANOTHER PURCHASE FOR THE SAME AMOUNT, AND I HAVE NO WAY OF CONTACTING SUPPORT TO REPORT IT!!!

So I tried to delete my account before they could steal any more from me, but PayPal won't let me do anything! I can't close it! It keeps saying something went wrong and I need to contact support every time I try, but support blocked me!!

They won't refund me or provide a provisional credit.

They won't stop the SAME EXACT MERCHANT from making ANOTHER unauthorized purchase.

They won't talk to me over the phone, via email, or through their messaging system.

PayPal is actively stealing 361.43$ from me.
