PayPal keeps extending Merchant deadline

I first filed a resolution back in July 13, 2020. PayPal said they would finalize issue by July 31.
Since then PayPal has changed the Estimated time of Resolution 3 times . They keep saying waiting for Merchant response
The newest Restitution date is now Oct 03.. I would not be surprised it that date changes again. I would expect that PayPal takes the initiative,
and resolve in my favor being that the merchant has not even responded to PlayPal's inquire. My Issue has been a bad experience from the start with the merchant. PalPal seems unable to help expedite my issue with Jinzhou Network Technology Co.

Same happened to me--three times it was changed. seller never responded. No one seemed to have bothered to look at my evidence, and they closed in the sellers favor. Of course, no one will respond to me.
