I got scammed of 850$ , should I sue PayPal ?

I agree, PayPal is a zero accountability company it so seems. I was scammed for 2 years with a hacked Paypal associated Netflix account. When I called Netflix and saw my account there was no active membership on my end but there was one that my PayPal was associated with. If I were you, I’d just delete your PayPal account since this company cares very little about the prevalence breech in security, accountability, and their customers.
