PayPal holding money for over 180 days still no email

PayPal have been holding my money for over 200 days now, have called many times only to be told a ticket will be raised and to wait 72 hours for a response, have some this on about 5 occasions and have had no response, call up a week ago and was told by a different custerm service member that a ticket has been raised and I'm now to wait 21 days days for a response, nowhere in the original statement was I advised that there may be additional waiting time ontop of the initial 180 days, I haven't been asked for any more information so there is clearly mo reasonbfir them to keep holding my money? I have started to get legal advise but would like to know what others have done in this experience and how/if it was resolved Kind regards
