I bought two iPads on EBay, a week later the seller canceled the order because no money from PayPal. I started a dispute. PayPal denied the dispute because no fraud. 3 months later still no money to seller and dispute has be closed. This is $1011 that PayPal is holding for no reason. How do I get it back.
