PayPal helped vendor steal from me!

I received a product that was not as advertised and vendor would not communicate with me so I contacted PayPal. They got the vendor to agree to refund after I return the antennas. I returned the items but did not get the return receipt back before PayPal closed the case in the vendors favor. Post Office informed me the delay was due to COVID-19 manning issues. Now I am out the merchandise and $158.00.
Does anyone have a suggestion to solve this?

If the delay is beyond your control, you definitely have a basis for appeal (I'm no lawyer, but common sense will tell you that is the case). If PP won't help, consider small claims court.
