PayPal have declined a refund

A charge has been put on my account by a seller who has never supplied me with any goods. PayPal have declined to reverse the charges. How do I get my money back from that which is obviously fraudulent

Same here! This process has been dragged out for 2 months! Seller never sent my item, gave me the runaround via email. I supplied the entire email chain to PayPal. They ask me to file an IC3 complaint. I did that. They told me they didn't receive the completed form. I sent it two more times. I am still getting automated messages that they didn't receive my completed form. The customer service line wouldn't send me to a live representative and hung up on me. I am beyond **bleep** off!
This is a foreign company and PayPal is the only line of defense I have against their fraud. This is ridiculous!
