PayPal has permanently banned my account

PayPal has permanently banned my account.
I called to ask why, and after hours of waiting and transferring to other employees, I finally managed to speak to a supervisor. He refused to give me an answer why I have been banned. He kept saying, "PayPal is under no obligation to inform you the reason for their decision."
I asked if I could appeal the decision. He said I could not.
I asked if I could close the account and get my money back. He said I could not.
He said PayPal has frozen my assets and banking information. He will not close my account or refund me the money, and he refused to explain why.
I've never heard of anything like this. Is this even legal? I find this action to be intolerable.
