PayPal guarantees

If a website doesn’t ship an item, why doesn’t PayPal guarantee the payment or at least stop that website from using their services?

Thanks for reaching out and welcome to the PayPal Community! If you never receive an item you purchased, please report it in the Resolution Center as an Item Not Received dispute.
