PayPal failed me with a dispute

I purchased a phone on Swappa & i never got the phone. The tracking number says returned to sender and PayPal ended the claim and awarded the seller saying the tracking number says the package is delivered. 

If i dont get a refund from PayPal, i will chargeback my credit card.
