I used PayPal to send $115.83 to my friend in the Philippines. Her bank in the Philippines will not all 3rd party transfers from Paypal. I issued a claim explaining the matter. PayPal reimbursed me 115.83 pesos instead of $115.83 U.S. dollars. They closed the claim, the claim cannot be re-open, no one will answer the phone at PayPal and there is no way for me to deal with this to my knowledge on the crappy automated system. This just happened within the past 24 hours.
