PayPal dispute closed in seller's favour - how do I appeal?

Purchased an item on eBay, and did not realise until I got the shipping confirmation that the seller was using Hermes - had I known, I would have bought elsewhere due to many previous bad experiences. When the estimated delivery date had come and gone I contacted the seller, who fobbed me off with the usual coronavirus excuse and told me to wait. Tracking said that the parcel had not moved for six days so I raised "Item not received" with eBay, who wouldn't help me because the seller had provided "valid proof of recent movement" which consisted of the tracking changing from 'being prepared for delivery' to 'delayed'. Filed a PayPal claim, and three days later received an email from eBay saying that my item had been delivered - er, no it had not. Contacted the courier, who investigated and found out that the email was a mistake and that my item had NOT been delivered. In the meantime, the seller - who had been refusing to refund me all along - had of course submitted a copy of the delivery email to PayPal who rejected my claim.

 

How do I appeal this? Not only do I not have what I ordered, but I am out of pocket. How is this fair?

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
