PayPal denied non-delivery of product dispute - USPS confirms we never received package

Hi -

We purchased 2 Kayaks (10+ feet in length) on-line for delivery to our home using PayPal as the method of payment.  The products never came and we filed a dispute with PayPal.  PayPal was able to provide a tracking number to our "town" (not our address) and indicated the package was delivered.  We used the tracking information PayPal provided and talked with our local post office as well as the main post office center in our town.  The post office confirmed we never received any item AND that they would "never" deliver anything of that size as it exceeds their  delivery dimensions.  A product was delivered to another address with this tracking information in our town (not to us and we were not the assigned recipients).  That package was also 8 ounces and not the 200 pound packages we were expecting!!!

 

When we try to continue a dispute within PayPal they immediately deny it because the "investigated" it before and indicated the seller gave them a valid tracking number!!!  The tracking number maybe valid but its for another product to someone else!!!

 

Need help to talk with a "human" at PayPal to rectify this issue.

 

Any help our guidance from the PayPal Community would be much appreciated.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
