PayPal denied my unauthorised payment claim

So a few days ago someone had changed my password and gained access to my account. Tbey then went on to make purchases totalling up to £900. Once i had realised that i did not make these transactions, I immediately raised it with paypal. I have just received an email saying that they have closed the case and believe that the transaction was not unauthorised, which means that i will not be getting my money back. As a student who has a small margin for spending in terms of finances, this is a shock to me. How could they deny my claim even though i did not make the purchase. Does anyone recommend any further steps i should make? Any help would be greatly appreciated.
