PayPal decided to give back money to scammer? What to do? (Kylix Greenwish Bryson shop)

Hi all,

 

1. I purchased an item which was described as "HD Smart Pocket Projector/Power Bank" - link: https://greenwish.shop/products/hiprojector

Including delivery I payed for that 19.98 USD.  I used Paypal to finalize transaction (to have protection).

 

2. Sender sent me FROM CHINA cheep plastic VR glasses worth about 1.28 - 2.05 USD (link to the same model: https://www.alibaba.com/product-detail/Mini-adjustable-VR-3D-glasses-for_62201865782.html?spm=a2700.... ).

 

3. When I contacted seller than they agree to return my money if I will send back to them the 2$ item ON MY OWN COST (to address in China!).

 

4. International packages starts from 10$ n Post Office in my location. If I will include tracking cost will grow. 

 

5. I refused for that kind solution and I created PayPal Dispute - Case ID: PP-D-60761115

 

6. In Dispute I provided PDF from confirmation of what I ordered and picture of what I got. I wrote that I want full refund and if sender want's to get his item back than I can send it on THEIR cost (they have to provide me printed label to send back that item to them)

 

7. PayPal agree to the scammers proposal and now I am asked by PayPal to provide tracking number of the returned item (THEY WANT FROM ME TO SEND THAT 2$ ITEM TO CHINA ON MY OWN COST!)

 

Why PayPal protects scammers? Why they just don't check evidences and don't do proper decision? Cost of that item is enough low to ignore that case but the worst thing is that I see advertisements of that item in Instagram/Facebook ALL THE TIME. I am reporting it as a Scam but it comes back after few days. I am sure PayPal had already many reports of the same Scam - every time they suggest to send back item on the costs of buyer? It looks like next lost of money here.... 

 

Looks like PayPal doesn't provide any protection against scam... so what is the reason to use that service?

The first decision is likely made by software/algorithms so you might have to speak with a dispute specialist to review your case again if you feel a wrong decision is made. Due to coronavirus pandemic, staff has been reduced and phone lines maybe closed so response will take longer.

 

All the seller is doing is following PayPal's policy because returning item for a refund IS PayPal's way of resolving Significantly Not as Described claims. PayPal is third party so was not there when item was bought, shipped or received. PayPal tries to undo the transaction as much and as fairly possible, back to the beginning. You can't keep both money and the goods. If you do not return, you will lose dispute. If PayPal rule in your favor, they make seller accept return, lose postage costs shipping to you, lose sale and refund you upon return of item. And you are responsible for return shipping because PayPal can't refund more than what you originally paid within the dispute.

 

However PayPal does have a return shipping refund program you can register your account for but since you already opened dispute, this return is not eligible for return shipping refund but your future purchases will be:

Finally, if the PayPal dispute outcome is not to your liking, and you paid with credit card, you may choose to invoke your credit card chargeback rights. Note that once you open a dispute through your card issuer, the PayPal case is closed and you must resolve issue with your credit card exclusively.

As I said -it is rather small money so I am giving up on that... I see it is very good organized scam which doesn't allow to get out from that issue without next money lost. It is bad that PayPal can not track other cases from the same seller to recognize scam patterns.

In my understanding it is why I have to provide all necessary evidences of SCAM.... and PayPal got it from me.

In my opinion it is exactly what PayPal should suggest to not fair sellers - money lost on their side. Because now they will keep my 19.98$ so I am 100% sure that next buyers will have the same issue. What this seller is doing - it is crime in majesty of law.

...and one more thing: why responsibility and all costs for sending back item are on side of person who didn't do any "bad" here? If sender is guilty for sending wrong item - he should be responsible for getting it back (and all necessary costs caused by his "mistake"). In normal world "punishment" for wrongdoing should be on side of person who made something wrong. Looks like it is different here on PayPal....

Exactly the same issue - received a completely wrong product worth maybe a dollar. Ordered a putting mat - receiver two golf balls !!!

Dispute requires sending back at own cost which is more than the actual disputed amount. It really appears that Paypal is fully supporting bad/scam vendors who just send any product to the customer knowing they can never return it.

Extremely disappointed on Paypal and have to make sure this gets known as this is clearly a big hole in the system.
