PayPal closed my case with allowing to dispute the seller

PayPal closed Case ID: PP-D-66501398 without giving me any recourse to dispute the seller's tracking number. The seller provided a fake tracking number that was not delivered to my address. I use UPS My Choice to see packages scheduled for delivery to my address. Even if the seller did not provide a tracking number, I would have known a package was coming to my home.
I ordered a replacement Fitbit Versa 2 from eBay. The eBay seller provided tracking number 1Z765R200393456765 package weight is 1 pound and the proof of delivery shows delivery to my home address. The disputed seller provided UPS tracking number 1Z2R78Y4NT11350279 is for a 7 pounds box delivered to Madison, AL. A Fitbit Versa 2 does not weigh 7 pounds, even with packaging. I dispute the seller shipped the item I ordered.
PayPal allowed a seller to provide a fake tracking number without any verification. I have the printed history of all deliveries to my address during the time frame.
Does anyone own a 7 pound fitness watch?
