PayPal chooses to make it difficult

I ordered a Lego set on 11/11/19 from a seller in China for $55. 1 month later I inquired, no response, therefore I opened a dispute. PayPay contacted the seller, 3 days later the seller provided shipping confirmation. 1.5 weeks later I received a 4” by 5” envelope with a 3” scrap piece of metal. I took pictures and submitted them to the resolution center, the seller offered me an $18 refund which I declined. 7 days later PayPal emailed, I’m to receive a full refund once I return the scrap piece of metal to China on my dime. I feel that PayPal should honor their buyer protection service. They have documentation, photos, and call logs. I’m out a Christmas gift, 40 days, and return shipping cost to China.

But PayPal are honoring their purchase protection policy...you return for a refund if you received something Significantly not as described (SNAD), as messed up as your situation is. That's how PayPal resolves SNAD claims.

If you are not satisfied with the outcome, you can forfeit the PayPal dispute altogether and file a credit card chargeback whose terms may be more broader than paypal's, if that is how you paid.
