Today, I logged onto my PayPal account, only to find that I received an account limitation. Now, no I have not been doing anything dodgy with my account, as the payments I sent were to either friends, or a website hosting company. The payments received were by friends too, and payouts from other companies. I would love for my accounts Limitation to be lifted, as I have done no wrong. This is atrocious.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
