PayPal account limited since 2015

My account has been limited since 2015 and no one from support ever reviews the information I provide. Every time I message the help center about it they give me the same canned response that this will be reviewed in 3 business days even though they haven't done anything in FIVE YEARS. Anyone know how to talk to a real person to resolve this? Or anyone dealt with the same type of problem? I've been a PayPal user for a long time and only recently needed to get these limitations removed. It seems impossible to speak to a real person
