I am in The Bahamas. My wife is in Kenya. Why has her account been blocked? She nor I have done anything besides my sending her money that she receives and withdraws.
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
