STOP USING PAYPAL. They will not help you with fraudulent charges or fraud/scam online purchases. PAYPAL IS NOT SAFE TO USE. I have been their user for over 20 years, they have become the worst payment site now. All of these complaints I see here, WHY DON'T YOU ALL WALK AWAY FROM THIS COMPANY? I WILL.
I too thought PayPal would protect consumers against fraudulent transactions, but that is not the case. I made a purchase on false pretenses and was denied a refund because something was sent, but not what was advertised. Shame on PayPal!
Sounds as if you opened a dispute for non receipt of item which the seller would win if they provided tracking instead of a dispute for item received but not as described?
Paypal will help you out as thousands have found out when they were refunded but you have to read up on buyer protection and then choose the correct options.
