PayPal Support not helping me and I have been cheated by PayPal

I recently had a person contact me to create his website. We agreed for payment through PayPal. He asked me to send a PayPal invoice for the first milestone on his company's email account. I sent the invoice on 16th April 2020 and he paid at night. I, however, didn't notice that he paid me through his personal PayPal account. After 10 hours later on 17th April 2020, he said that he is having second thoughts about the project and he asked me to refund the amount to which I sent the payment equivalent to the amount I received to his company's email account. Attached is the image below showing all the transactions.
After 4 days on 20th April 2020, he said that he didn't receive the money. I shared the screenshot with him again. He said that this PayPal account is not owned by him and belonged to a random person. I said that this is your company's website, you own the email, and that's how you paid me in the first place, so how can you say that this is not your account. He replied that he recently bought this website and the PayPal account was owned by the previous owner who is dead.
He claimed a refund through PayPal and now I'm stuck with twice the amount deducted from my bank account. My PayPal balance is in the negative and I have already sent him the money. I opened up a dispute and shared all the screenshots of conversation along with the transaction ID but PayPal has decided to close the case in his favor. It's not like he wasn't trying to help. He was in content touch with PayPal on his end and explained all the situations. He even wrote to the previous owner and found out he was dead.
He even wrote that in his dispute that we have already agreed for a refund and I had sent him but it was in the wrong account.
I don't know now what to make of this situation. Either he is a very smart person and played me through this by making me believe whatever he said or he is just being genuine and it's a very rare situation. But in both cases, it's PayPal's fault and they should have done the right thing by refunding me my money. Both of the transactions are done through PayPal, our messages are there, screenshots of conversation are there, yet they don't seem to bother looking into anything and just closed the dispute in his favor.
What should I do now? How do I get my money back? How do I make PayPal notice this as they always send generic responses and there is no way I can contact them. This is my first dispute while I have been accepting payments through PayPal for 8 years. This is also the first time someone asked me for a refund. I'm really stressed out and need a resolution of this issue ASAP.
